No consensus on Lokpal Bill at all-party meet

New Delhi, 24 August 2011: The all-party meeting on the Lokpal Bill on Wednesday failed to arrive at a consensus with leaders cutting across party lines making it clear that Parliament was supreme. All the parties at the meeting made it clear that some of the provisions of the Jan Lokpal Bill put forward by Anna Hazare and his associates were unacceptable as they violated the supremacy of Parliament.

 

Shiv Sena leader Manohar Joshi said that there was no unanimity among the parties on the Lokpal Bill. Joshi said that the all-party meeting has also appealed jointly to Anna Hazare to break his fast.

 

The Bharatiya Janata Party (BJP) was against Team Anna’s demand for having lokayuktas in every state. The leaders were also unanimous that Team Anna’s strident demand of a deadline for the tabling and passing by Parliament of the Jan Lokpal Bill was unacceptable.

The meeting also asked for changes in the Government’s Lokpal Bill that has already been tabled in Parliament and sent to the standing committee.

 

The Government, too, has not agreed to Anna Hazare’s demand of passing Jan Lokpal Bill in the Monsoon Session of Parliament.

 

The all-party meeting was called by Prime Minister Manmohan Singh at his 7 Race Course Road residence in New Delhi to discuss the new Lokpal Bill draft that the Government and Team Anna had finalised.

 

Meanwhile, Union Minister V Narayanasamy said that the Department of Personnel has forwarded Jan Lokpal Bill to Parliament Standing Committee for consideration.

 

"Government appeals to Hazare to end his fast and help bring a strong, effective Lokpal Bill. It is for the Standing Committee to consider the Jan Lokpal Bill. The government has an open mind," Narayanasamy said in the Rajya Sabha.

We all know without whole heart commitment of common civilian corruption can not be eradicated, but if there is a supportive law which will help to stop the corruption, that is the first step. But we people have a lot of responsibility. My first suggestion is, all our state people must visit the website of Lokayuktha of Karnataka (http://lokayukta.kar.nic.in) , where we get contacts of local officers. Second whenever we face the problem immediately have to inform the officer and wait till the job done without paying the bribe. Village level all the youths must unite and when a situation of corruption faced by any person he should inform the active youth and all must take legal action using the Lokapal law and get the justice done. Gradually we will get success. Our children will never agree to pay corruption if we parents put a good foundation to them like I suggested. But a huge education and ground work everybody has to do. We must be optimistic.

I agree with the comments of Judith Lobo, belle/Muscat .... because the life of Mr. Anna Hazare is much precious to all his supporters /followers worldwide who has joined him largely in his agitation against corruption as he is fighting for a common mans basic rights. By ending his fast ... he should lead from the front till the Jan Lokpal bill get passed in the parliament.

Why not single political party come forward in support of Anna Hazare s Janlokpal bill. Why BJP is opposing Lokayukta in every state. Is it because they are having fear of ramphant couruption coming to lightin BJP ruled states.All those against coruption make a resoultion that in next elections we will elect only honest, sincere and upright person. Also we all should fight for electoral reforms. The ballot paper should have an aditional colum "None of the above" which will compell all political parties to nominate honest persons otherwise there will be re-election which no political party wants.

Mr. Anna Hazare should now give up the fast. If his condition worsens and if he continues his fast till his death,the Lokpal bill also will have a natural death with him. Hence he needs to be wise enough to keep himself alive and come to a consensus with the government to pass the lokpalbill. Country in the past have martyrs who gave up life for the nation. But it did not make any difference, a democratic country landed up with corruption and poverty. The nation and the government failed to meet the needs of the common man. We need Hazare to be there to help the common man survive meeting their basic needs.

I do agree with the comments of Stany Lobo.Corruption cannot be eradicated overnight. It is deep rooted and in the viens of every Indians. This practice is came down since generations. So this thamasha of protest is sponsored by right wing parties and organisations.There is a hidden agenda behind all these. We all support this good cause. It doesn t mean that we will dictate terms to political system.

Anna is telling he is fighting for the poor.Where was Mr Anna when poor migrants are getting beaten up in his home state? Why he has not protested at that time. By passing MR Annas lokpal bill it is not possible to eradicate corruption.Let Mr Anna take a oath from all protesters that in future they will not pay a single paisa bribe to get the things done.We have a honest Prime Minister and as promised he will bring strong Lokpal Bill.All the politicians are not corrupt. Its the duty of voter to throw out corrupt politicians during next general elections

This was expected from these politicians. They stands together when it comes to serving their interests. There is perhaps not a single politician who has joined politics to not to gain power and money. They say that they are against many of the clauses in the janlokpal bill, however they never specify what they are against. The clause on prime minister has already been agreed. They have not clearly spelt out any concrete justification as to why junior bureaucrats should not be covered.

The Government s stand is reasonable and legally correct. No strong bill can eradicate the corruption which is sunk deep down the heart of those who are already accused. By hunger strike Anna cannot dictate Parliament. There must be reasoning. Protest against corruption is yes but eradication of corruption cannot be achieved over night. Creating awarenes and fighting to punish the corrupt is a must. When steps are taken there must be reasonably cool thinking to imporve the bill in a due process of law. Therefore Anna must withdraw fasting and become strong and help Government with suggestions to bring out a strong legislation and enforce it. Then only one can achieve the objective of checking corruption. Let better wisdom prevail upon Anna co.
