Call off Re 1 per kg rice scheme: Mohandas Pai to Siddu
Bangalore, 08 Jul 2013 (PTI): Former Infosys CFO T V Mohandas Pai today asked Chief Minister Siddaramaiah to rise above politics and call off implementation of Congress government’s scheme to provide 30 kg rice per month to BPL families at Re one per kg as it would impose a heavy burden on the state exchequer.
Pai said government was not going to give money from its pockets but implement the scheme by using tax-payers money.
"If government does this, it is nothing but looting money of the tax-payers," Pai, currently Chairman of Manipal Global Education, told reporters here on the sidelines of the ’Pride of Karnataka’ awards ceremony organised by Round Table India.
Pai said huge money would go down the drain by targeting feeding one crore people belonging to Below Poverty Line (BPL) category but it would have been good if they had promised to distribute it to about 30 lakh people instead.
"Giving rice at Re one per kg for one crore people - neither that much of rice is available nor money," he added.
Pai suggested the government to utilise Rs 4,000 crore odd money to implement skill development schemes, instead of implementing Re one kg rice scheme. "Money spent on skill development programmes will create an opportunity for people to earn their livelihood," he opined.
Karnataka needs additional 1,07,000 tonnes food grains to implement the programme which would cost the exchequer Rs 4,200-Rs 4,300 crore this year by way of subsidy.
It has sought an additional 10,000-15,000 tonnes from the Centre. Karnataka is all set to roll out the scheme from July 10. It originally planned to implement the programme from June but postponed it as it could not tie-up on the supply side.
The opposition BJP has dubbed the programme a "hasty decision" without doing homework. Karnataka is not a large rice producing state.

Firstly, some official statistics for Udupi district: In 2007-08, udupi district produced 132,678 tons of rice sown on 61,512 hectares of land. The district has 1,177,908 people, allowing approx 10kg of per person per month. Secondly, 1 lac families are enrolled as BPL households. That is 5 lac people approx 43% of total population. The scheme is a fiscal disaster acording to conservative economists and thinkers such as Mr. Pai. They are right. They can only be proven wrong, when the hungry and starved are fed, the healthy and able among them return to the hand that fed them their labor. Let me assume the number at 3 lac people are able, and they were fed because they could not earn their meals, and now that they have meals, they have to work at subsidised rates on the rice growing fields. In other words, thr rice at re1 per kg should vbe conditional and linked to compulsory work for Rs 10 per day on a government job. (plenty of government services suffer lack of labor, including sweepers, peons, police hawaldars, etc..) | |

Probably Mr. Pai is not aware what hunger of poor people means! Infosys gets lot of aid from govt such as allotment of hundreds of acres....people sacrificed land are running from pillar to post to get proper compensation. If poor can get benefited by tax payers money, be it that way! MNC s like Infosys always can conduct professional courses for the poor people’s skill development. They may be doing it in small scales...but capable of diverting few thousand crores from their annual profits! It is easy to talk....probably Siddu knows poverty more than MNC bosses! Rice alone is not enough to survive....they need more things to survive. I do not think free rice will make poor lazy! Lazy are always lazy immaterial of poor or rich! I believe poverty is due to increasing gap between rich and poor! Evading tax and swindling of tax payers money by wealthy, Corruption by politicians and govt employees attributes to elevation of poverty! Hope eventually poverty level reduces and they no more need free rice. |
