Udupi, 04 June 2011: ‘Merit is to be appreciated so say seniors and seasoned management experts’. Similarly, prompt response to certain queries is to be lauded. Hence, I personally take this opportunity to appreciate and place on record the prompt action taken by Mr. Suresh Shetty, the Executive Engineer, Public Works Department (PWD) No.1 Division, Udupi, who responded favourably and promptly  in completing the widening Belle-Manipura Road.

Sometime back, when I was driving to Moodubelle through Manipura-Belle Road ( State High Way No. 38), I could see the road widening activity that was in progress since September 2010. On either side of the road about 4 feet widening was done with great enthusiasm. After the initial work of road widening and spreading ‘jalli’ and pressing it with road rollers, the Panchayath elections put some break to the ongoing road widening work.

My visit to Moodubelle and then to Pamboor my home place was regular - almost once every week. During these trips, I was keenly observing the type of work that was going on in relation to the widening of the Belle- Manipura section of the Udupi- Karkala Road through Moodubelle.

After the  Taluk and Zilla Panchayath election results were declared in February 2011, I was perturbed to see the half done work of road widening  was stopped  though the road widening issue was one of the important promises and points of achievements that was projected before  the voters.

As the work of road widening was moving at snails speed and the quality of the work was very poor, I wrote a letter to the Chief Executive Officer of the  Udupi Zilla Panchayat on April 3, 2011 and also spoke over telephone to Mr Devdas Hebbar, President of  the Udupi Taluk Panchayatt. Mr. Devdas Hebbar assured me that the road widening work will continue and it is planned to be completed before onset of the rains.

As the monsoon was set to arrive by the first week of June, I was quite doubtful about completion of the work. In his reply to my letter, the CEO of the Udupi Zilla Panchayath pointed out that the road widening project was handled by the PWD.

Meanwhile, I had an opportunity to meet and discuss the issue of Manipura-Belle road widening project with the Executive Engineer of the PWD,  Mr. Suresh Shetty. Following my discussions with Mr. Suresh Shetty and pressing the need to complete the project, he prevailed upon the contractor in spite of his pending bills to push forward the remaining work. As the work was in progress, I pointed out to Mr. Suresh Shetty  the poor quality of the execution of the work and the intermittent stretches of roads where the jalli was not spread either on the left or the right side of the road. Moreover, wherever, the jalli was spread with light tar, the jalli was dislodged with craterlike formation of loose jalli endangering the limbs and lives of especially two wheel drivers.

On hearing my reasoning and argument, Mr. Suresh Shetty promised to visit the places with the contractor and witness for himself the queries that I had raised. Meanwhile, as there had been hue and cry about the state government not clearing the pending bills of the contractor, I asked Mr. Suresh Shetty whether he could give me details of the pending bills on this work for which he was quite hesitant. In turn I told him that I would issue notice to the State Government on this issue. I pointed out to him that it is quite ironic that the Central Government says that many funds allotted from the Center to the State Government are being returned unused and the Chief Minister shouts from roof tops that lots of development had taken place but Center has not released funds etc.

To my surprise within few days of these discussions over telephone  and my meeting with Mr. Suresh Shetty, he took up the issue of giving finishing touches to the road widening from Manipura to Belle with the contractor and rectifying the bad patches and final coating of tar was finished in record time as I could see the completion of the work when I traveled to Moodubelle in my car and had a pleasant drive on May 29, 2011.

I am really happy and wish to tell the commuters on this road that this road is good for traveling from Udupi to Belle. Despite hurdles, the Executive Engineer of PWD, Mr. Suresh Shetty has done well to complete the work.  I thank him profusely for responding to the needs of those commuters who use this road.

Completely agree with Valerian, Silvester and Wilson...I don t understand why the bellevision team is not allowing this person from commenting.. Such a cheap, meaningless comments he posts.. Mr. HEMPHIL DUBAI, You are unclear about what you are talking. Giving baseless comments and putting some patriotic words is easy. If you really concerned about the developments in Moodubelle, as said by Valerian, why dont you stand for election and contend against the current politicians. I am sure you will get many votes if you explain what you intend to do and how you are going to solve these problems. What you say ? But remember one thing its not easy as giving baseless comments with a fake name.

Mr. Hemphil, Everyone has the right to talk, But you should keep in mind that whatever you talk, should make some sense. Your own statements are contradicting. Morover you have problem with everything. You have problem when people give garlands to politicians, you have problems when someone give credit to politicians. We all understood how "SAMAJDAR ADHMI" you are and what are your "HISHARA"s Dont spoil India's name by inserting "JAI HO INDIA", "Jai bharath matha", etc at the end of your baseless, stupid comments.
HEMPHIL DUBAI, UDUPI Sun, June-19-2011, 2:52

HEMPHIL DUBAI, UDUPI Tue, June-7-2011, 5:29
DEAR SURESH POOJARI,I UNDERSTAND UR CURENT CONDITION WHY NOBODY HAS GIVEN CREDIT FOR POLITICIAN IN THIS WORK COZ BEFORE START THE WORK THEY ARE TAKEN THE CREDIT IN THEIR OWN ACCOUNT,I DONT THINK SO PEOPLE HAS TO GIVE ANY MORE CREDIT,I HOPE U GOT RIGHT ANSWER NOW...SAMAJDAR ADHMI KO HISHARA HI KAFI HE... JAI HO....
Suresh Poojary, Moodubelle/Mumbai Tue, June-7-2011, 1:33
Because you dint get the reply, does that mean that they are no were responsible for this good work? We had criticized the politicians when the work was not progressive. But now since the work is done. Shouldn t we give at least some credit to them than always criticizing? Come on, lets be fair....
Benedict Noronha, Udupi Mon, June-6-2011, 11:45
I am happy for the feed back. I appreciate the Engineer because on my notiice and call to him ,he responded immediately and as promised he had inspected the spots. I mentioned, with the contractor and realising that repair work is to be done before on set of rains, and Mr Suresh Shetty has got it done. Your great local politicians attention was also drawn. But I did not get any feedback/response from them. Hope this will clarify your querry.
Suresh Poojary, Moodubelle/Mumbai Mon, June-6-2011, 8:44
Thanks Benedict, for the exclusive coverage. Road widening was a necessity for the people of Belle. I would like to ask one question to you and also to all the readers of bellevision. Is the Executive Engineer the only person responsible for this good work? If the answer is yes, then why were we blaming the politicians in all the previous articles? Executive engineer was no where mentioned in none of the articles or in the comments so far. Waiting for your answer.
Hemphil, Dubai Mon, June-6-2011, 4:18
Mr. Benedict, Thanks for publishing this news.. However, you have appreciated Engineers work and what about the people who are responsible for this, politicians?! In your Last news about belle road, you had criticized politicians well, but here, you are just appreciating a single person. I always criticize the politicians, but here I must appreciate them as well. Without them It wouldn t have been possible. We critic on them every time, without appreciating their work.. we can t be so partial towards them..good job leaders... Jai bharath matha...
Norbert, Mangalore Mon, June-6-2011, 1:49
Thank you Mr Noronha for your effective efforts. I too enjoyed my trip to my native this time.
Wilson, Udupi Sun, June-5-2011, 1:04
Even I also had a pleasant drive recently while driving through this road. But really don't know how long it will last. As Mr. Noronha rightly said there is compromise in the quality of work and in many places open drains (charandis) are not provided, which means during rain reason these roads will get damaged. Though it is a state highway, i am sure the PWD is not followed the required standards and guidelines of the state highway. So i request our leaders, kindly look into this . It is better you get opinion and suggestions from the experts of this field and act accordingly. After all it is tax payers money and should be utilized properly.
Philip Mudartha, Qatar Sat, June-4-2011, 2:15
It is your generosity to thank the EE (PWD) for responding to your interceding with him public interest issues. In reality, it is his duty to direct and supervise so that costs, schedules and quality are assured. Even if you say, looking at the photographs, the quality is still shoddy. And the work is completed half-heartedly.
